Motion Speed sensor

Hello all
I desperately need a circuit to simply detect the speed of a moving car. This will be used in a parking lot. The sensor must be able to be set for exampl, if the car moves more than 45kmh, the sensor must trigger a relay. This sensor will be fixed onto to entrance gate and be used to check which cars will exceed the speed limit. I would be happy if the circuit can be IR or laser beam as long as I can get such a circuit to work. Is this possible

Microwave radar is the usual way to detect the speed of a car. I have a client who claims he can sense car speed using a magnetic sensor. The sensor is made by winding 15,000 turns of magnet wire on a 30cm long cold rolled steel rod, which about 13mm in diameter. As the vehicle moves by, a small voltage is produced in the coil. The length of this pulse is inversely proportional to vehicle speed. I have not tried this myself but I thought it was an interesting sensor idea.
