I want to know how to do it with only a 7404 IC, a capacitor, and a resistor. Of course, the time constant for recharging the capacitor is 1/RC, and the time required to recharge completely is merely 5x that constant. I need a 1 Hz frequency with a 100uF capacitor...but I can't seem to figure out how to do it. I have the breadboard and required parts...but I need the schematic...I have researched EXTENSIVELY on the web about this and just can't seem to find the simple basic circuit for applications testing IC units on a breadboard using a simple 9 volt battery.

The 7404 is a 5v part. You will need to switch to a CD4069 if you want to run it at 9v.
